OUR DEMAND FOR HRA ON THE BASIS OF CENSUS 2011-- SUCCESS

Revision of the classification/upgradation certain cities/towns on the basis of Census-2011 for the purpose of grant of House Rent Allowance and Transport Allowance to Central Government employees
The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given its approval to the proposal of the Ministry of Finance, Department of Expenditure for reclassification/upgradation of certain cities/towns on the basis of Census-2011, for the purpose of grant of House Rent Allowance (HRA) and Transport Allowance to Central Government employees.
On the basis of the final population figures of Census-2011, two cities have qualified for being upgraded from 'Y' class to 'X' class and 21 cities have qualified for being upgraded from 'Z' to 'Y' class for the purpose of HRA. Six cities have qualified for being upgraded from "Other Places" to specified higher class for the purpose of Transport Allowance.
The revised classification of cities shall take effect from 01.04.2014. The impact on the exchequer on account of upgradation of 29 cities, would be approx. Rs.128 crore for the year 2014-15.
Background:
HRA and Transport Allowance are admissible to Central Government employees depending upon employees' Basic Pay (including NPA where applicable)/Grade Pay and the classification of the city/town where they are posted. The existing classification of cities/towns in different classes viz. 'X', 'Y' and 'Z' for the purpose of HRA and 13 specified cities classified earlier as 'A-1'/ 'A' and "Other Places" for the purpose of Transport Allowance, is as per the criterion recommended by the 6th Central Pay Commission. The existing qualifying limits of population for classification for HRA purpose is 50 lakhs & above for 'X', 5 - 50 lakhs for 'Y' and below 5 lakhs for 'Z' class city. Transport allowance is payable at 'higher rates' in 13 specified cities classified earlier as 'A-1' / 'A' (that is those cities having population of 20 lakhs & above) and at 'lower rates' in all other places.
The classification of cities/towns for this purpose is revised on the basis of their population as reflected in the decennial census report. The existing classification of various cities/towns is based on 2001 Census figures. The criterion of population for this purpose has been followed as recommended by the Central Pay Commissions.

Sub:     Discussion in the National Anomaly committee meeting.
The meeting of the National Anomaly Committee was held today at Room No. 72 , North Block.  Mrs. Mamatha Kundra, JS(E) Department of Personnel and Training chaired the meeting.  The Staff side was represented by:
1.      Com. M. Raghavaiah, Leader Staff Side, 2 Com.Shiv Gopal Mishra, Secretary, 3. Com. Bhosale (AiRF) .4. Com. Guman Singh(NFIR), 5. Com. K.K.N. Kutty(Confederation), Com. M.S. Raja ( Audit), Com. Srikumar (AIDEF)
The following issues alone were taken up for discussion at the meeting.  The next meeting of the NAC will be held on 9th June, 2015afternnon, when the un-discussed items (12) of the agenda will be taken up.  The Staff side also pointed out the need to reach finality on all issues included in the agenda of NAC.
Item No.1. Review of MACP where Grade Pay of Rs. 2000/- is not available like Railways: The official side stated that the demand was to bring the hierarchy based MACP which may not be acceptable as it would disturb the uniformity across the Departments. They also said that in the background of 7th CPC coming into being, no change in the scheme at this stage would be desirable.
Item No. 2. Grant of Addl. Pay to Loco and Traffic running Staff in Railways.   After some discussions, it was agreed that the DOE will cause a reconsideration of the issue.
Item No. 3. MACP for personnel appointed under LDCE and GBDCE scheme in Railways. The official side agreed that under the ACP if the appointees under LCDE and GDCE have been treated as direct recruitment, the same might be treated in the same manner under MACP.
Item No. 4. Grant of minimum entry pay meant for direct recruits to promotees.   The official side stated that unless logically it is established that the proposed stepping up is needed, the direction of the FM in the matter cannot be got reversed. There was serious discussion in the matter thereafter.  The Staff side stated that the RPA rules promulgated after the 6th CPC recommendations were not in conformity with the Fundamental Rules on this issue.  They also stated that having once agreed to a position; the official side cannot withdraw there-from under the JCM Scheme.  They also stated that the course open to the official side was to present the case before the new Finance Minister.    On behalf of the Staff Side, the Secretary informed the official side that a rejection of an issue on which agreement is reached will not be taking lying down by the employees.  The Staff side also demanded that a meeting with the new Finance Minister be arranged so that they will be able to place this issue before his consideration.

HOMAGE TO COM. B. G. TAMHANKAR

Com. B. G. Tamhankar breathed his last on 17.05.2015. He was only 69. He was under treatment and admitted to BalaJi Hospital, Byculla, Mumbai, where the sudden an unexpected demise took place.

I had a very long association with TamhankarJi. He was Circle Secretary, Maharashtra Circle for about 12 years and I was Circle Secretary, Kerala Circle for about 22 years. Both of us used to meet at the Circle Working Committee meetings and All India conferences of All India Postal Employees Union Group ‘C’ and NFPE. Both of us were All India Presidents of AIPEU Group ‘C’ (CHQ) and Chief Executives of NFPE & P3.

Before TamhankarJi taking over charge as Circle Secretary of Maharashtra Circle, functioning of circle was not in proper order. Even though Maharashtra is the biggest circle, it could not play its lead role in the All India organizational affairs. TamhankarJi concentrated mainly in building up the P3 organisation in Maharashtra. He took up each and every divisional level issue with the administration through correspondence and also through formal and informal meetings. He maintained constant contact with the branch/divisional leaders and communicated the progress made in settlement of issues through the monthly journal “Maharashtra Post”.

Along with improving the organizational functioning he ensured that each and every branch/division of Maharashtra Circle remitted full Quota to the CHQ & NFPE. Thus Maharashtra became an important factor in decision making process of All India Union, which ultimately led to his election as the All India President of AIPEU Group ‘C’ and NFPE.

I had an intimate and excellent personal relationship with TamhankarJi. At the same time we had bitter differences on many issues confronting the organisation. Some issues were organizational and some were ideological. At times we were leading two different camps in the organisation which sometimes led to contest in the election of office bearers in the All India Conferences. But my intimacy and respect towards TamhankarJi has nothing to do with these differences. He was just like an elder brother to me.

He was an encyclopedia in the rulings relating to Post office Savings Bank and Certificates. He published books on SB rulings which were recommended even by officers as reference books. He was an RTI activist on matters relating to Postal Department. He collected many valuable information through RTI and unearthed many lapses and corruption on the part of the top level administration.

There is no comparison between TamhankarJi and any other leader of Postal Trade Union movement. B. G. Tamhankar is B. G. Tamhankar and he will always remain in our memory as such. His contribution to Postal employees and Postal Trade union movements will be remembered forever.

Venue of the meeting is at Baba Saheb Bhimrao Ambedkar University, Vidya Vihar, Raebareli Road, Lucknow – 226025. It is situated at about 10 km. away from Charbagh Lucknow Railway Station. The Lucknow Railway & Bus Stations are close to each other. Hence the map will hold good for comrades arriving from either mode of transport.

The Choudhary Charan Singh International Airport is also near to the meeting place. It is hardly 5 to 6 Kms. away from the venue.

Seventh Central Pay Commission

In a resolution dated 28th February, 2014, Government of India has appointed the Seventh Central Pay Commission comprising Justice Shri Ashok Kumar Mathur as Chairman, Shri Vivek Rae as full time Member, Dr. Ratin Roy as part time Member and Smt. Meena Agarwal as Secretary. The Commission is headquartered in Delhi and has been given 18 months from date of its constitution to make its recommendations. To this end the Commission will set up its team of Officers, Advisers, Institutional Consultants and Experts and call for required information and documents from Ministries and Departments of Government of India and various Service associations.

SAVINGS ACCOUNTS FOR GIRL CHILD

Will the Minister of COMMUNICATIONS AND INFORMATION TECHNOLOGY be pleased to state:
(a)      whether the Ministry proposes to open one crore savings accounts for girl child in Maharashtra and rest of the country;
(b)      if so, the details thereof; and
(c)      how these accounts will be beneficial to the girl child?

(a), (b) & (c)  A new Small Savings Scheme called "Sukanya Samriddhi Account" for the welfare of Girl Child has been launched by Hon’ble Prime Minister on 22nd January, 2015 in Panipat, Haryana. The account can be opened in Post Offices as well as in banks. With an aim to spread awareness and to provide benefit of such a good scheme to more and more number of girl child, the Department of Posts set target to open one crore Sukanya Samriddhi Accounts in the country, including Maharashtra. So far, more than 38 Lakhs accounts have been opened in different Post Office. The details of the scheme and facilities provided in these accounts which will be beneficial to the girl child are at Annexure-I 

 ANNEXURE-I
  i.   ‘Sukanya Samriddhi Account’ is a new Small Savings Scheme for girl child.
 ii.   An account can be opened in the name of Girl Child under ‘Sukanya Samriddhi Account’ (SSA) by Guardian/Natural Guardian. Birth certificate of the girl child has to be produced. The depositor (parents or guardian) has to submit his/her identity and address proofs.
iii.   A Guardian can open only one account in the name of one girl child and maximum two accounts in the name of two different girl children. The natural or legal guardian can open two or three accounts if twin girls are born as second birth or triplets are born in the first birth itself.
iv.   An account under SSA can be opened up to the age of 10 years only from the date of birth. The girl child who had attained the age of 10 years, one year prior to the commencement of this scheme shall also eligible to open the SSA.
v.   Minimum amount for opening SSA is Rs 1000/- (subsequent deposit should be in multiple of Rs 100/-).
vi.   A minimum of one thousand rupees shall be deposited in a financial year but the total money deposited in an account on a single occasion or on multiple occasions shall not exceed Rs 1.5 Lakh in a financial year.
vii.   There is no limit on the number of deposits. The deposits in ‘Sukanya Samriddhi Account’ can be made in the form of Cash or Demand Draft or Cheque.
viii.   The interest rate for the financial year 2015-16 under ‘Sukanya Samriddhi Account’ is 9.2%. The rate of interest is not fixed and will be notified by the Central Government on financial yearly basis.
ix.   50% (half of the fund) of the accumulated amount in ‘Sukanya Samriddhi Account’ can be withdrawn for girl’s higher education and marriage after she attains 18 years of age.
x.   ‘Sukanya Samriddhi Account’ can be closed after completion of 21 years.
xi.   If account is not closed after maturity, balance will continue to earn interest as specified for the scheme from time to time.
xii.   The account can be transferred anywhere in India if the girl shifts to a place other than city or locality where the account stands.
xiii.   Investment in Sukanya Samriddhi Account has been covered under Section 80C of  IT Act.
